There are several different things that can cause an intellectual and developmental disability, including a birth injury, genetics and complications during the pregnancy.  Genetic conditions can result in the child having Down syndrome, phenylketonuria (PKU) or fragile X syndrome.  Complications during the pregnancy, including the mother having a serious disease or infection, may cause her child to have a birth defect.  Genetic conditions and disease are usually unavoidable, but if your child suffered a disability because of a birth injury, it usually could have been avoided.
