Letters: Chicago has mishandled its power and duty to discipline police officers.
For years, we’ve watched Chicago decentralize and dilute the ability to terminate officers among a triumvirate: investigative agencies consisting of the Office of Professional Standards, Independent Police Review Authority and Civilian Office of Police Accountability; the Police Board; and police superintendents. During our time as police superintendents, we had to stand by as officers committed abuses until eventually the fingers pointed back at us.
