Waukegan police release video footage, but none of it shows fatal shooting of Marcellis Stinnette

The city of Waukegan released footage Wednesday from a fatal police shooting last week, but the officer who shot and killed Marcellis Stinnette and wounded his girlfriend activated his body camera only after firing at the couple, city officials acknowledged.
