“The Minneapolis police department has a pattern and practice of racial discrimination against Black people over White people without question. It is so wide ranging in terms of how big this scope is in their discrimination… Whether it needs more funding or less funding, probably more funding to figure out what went wrong there, that’s what they need in order to get this done.
